Where is Manor Parks?
Manor Parks comprises South Winchester Golf Course, located on the south-western edge of Winchester, 1.6 km (0.99 miles) from the city centre.
The site is 170 acres in total, identified by Bloor Homes as the best location to accommodate the future growth of the city.
Why Manor Parks?
Manor Farm is the historic name of the area which later became the South Winchester Golf Course in the early 1990s.
Many of the features of the farm, such as the distinctive topography, wetland areas, and tree groups, were retained within the golf course design. We would like to maintain the memory of the farm in the name of the new neighbourhood.
Although the design of the new neighbourhood is at the outline stage, it is clear from our landscape appraisal work that the open space offer will be a defining feature of the new place. Taken together, we feel that Manor Parks is the right name for the new neighbourhood.
Why here?
Manor Parks delivers on the Winchester City Council’s aspirations for 20-minute neighbourhoods within which the daily needs of residents can be delivered.
Manor Parks is a sustainable location. It is located where it would provide access to education, employment, convenience, health and recreation facilities.
The inclusion of key social infrastructure such as a potential 1.5-form entry primary school (with potential SEN capabilities), neighbourhood shops, GP polyclinic and mobility hub will increase accessibility to existing residential areas close to the site so that they would become 20-minute neighbourhoods as well.
Why now?
Winchester City Council decided to launch preparation of a new Local Plan in July 2018.
An initial ‘Launch Consultation’ occurred between July and September 2018 to determine the scope and content of the emerging Local Plan. In February 2021 the Council’s ‘Strategic Issues and Priorities’ document was published for consultation.
Following a brief pause on plan production due to the Government’s proposed changes to the planning system in the Summer of 2020, Winchester City Council again recommenced consultation on their Local Plan.
The first stage of the Local Plan consultation took place between November and December 2022.
We submitted detailed representations to the Council as part of this consultation process, which you can download here.
The Local Plan was submitted for Examination in November 2024 and Bloor attended the Hearing Sessions held between 22nd April 2025 and 06th June 2025.
The Inspector provided post hearing notes on 22nd September 2025, these concluded that the Plan is likely to be capable of being found legally compliant and sound.
The Council have commenced work on their new Local Plan via a Call for Sites (November 2025) under the revised planning policy framework. Bloor submitted Manor Parks as an optimal site to meet the Councils increased housing need.
